Has your account been approved by Payoneer? If your account is successfully verified and you are able to log into your Payoneer Account and you don’t see the PrePaid Card Order option then this means you must receive some payments to your account before the Card Order option appears.
This requirement is just for a few countries and not for all. Please let us know from which country you’ve applied for Payoneer.
